The Pentagon Asked for Nickel. Indonesia Supplies 60% of the World’s Mine Output. China Refines Two-Thirds of It. The Seafloor Is the Third Option

When the U.S. Defense Industrial Base Consortium issued its March 2026 solicitation for defense-critical minerals, it did not ask for a generic list. It asked for nickel. Specifically: a reliable domestic supply of defense-critical nickel, plus a complementary commercialization plant.1
That specificity matters. Nickel is the critical mineral that most often gets lost behind the more headline-friendly rare earths and cobalt, and it is the one where the geopolitical chokepoint is most acute. Roughly 60% of global mined nickel comes from Indonesia.2 Approximately 65% of Indonesia’s refining capacity is controlled by Chinese companies operating industrial parks like Morowali (IMIP) and Weda Bay, run by Tsingshan Group and Jiangsu Delong Nickel.3 China separately dominates the downstream processing chain: over 90% of anode material, two-thirds of nickel-based cathode material, and 80% of global battery cells as of 2024.4
For a Department of War trying to build submarine hulls, jet engine superalloys, armor plate, and electrified combat platforms (every one of which requires nickel), the practical map is this: the metal likely comes out of the ground in Indonesia, likely moves through a refinery controlled by a Chinese company, likely gets processed into battery cells or alloys in China, and arrives in U.S. industrial buyers’ hands. Land-based nickel supply chains may not be a problem the Pentagon can solve by negotiating around Beijing. They are likely a problem the Pentagon has to substitute around.
On March 20, 2026, Deep Sea Minerals Corp. (OTCQB . DSEAF CSE . SEAS FSC . X450) submitted a formal Request for Project Proposal to the DIBC proposing exactly that substitution: the domestic supply of defense-critical nickel, and a complementary commercialization plant, sourced from polymetallic nodules in a defined area of the Clarion-Clipperton Zone.5

Why Nickel Is the Pentagon’s Quieter Problem
Rare earths dominate the critical-minerals headline. Nickel lives in the footnotes. The disparity is misleading: by tonnage and by end-use, nickel is embedded in more defense platforms than any single rare earth element. Every Virginia-class submarine uses roughly 9,200 pounds of critical materials, a category in which nickel features prominently via superalloys and copper-nickel piping.12 Copper-nickel alloys remain the dominant piping and hull-component material for naval ships, nuclear submarines, and offshore platforms.13 Nickel-based superalloys (Inconel, Hastelloy, Rene) are the enabling material for jet engine turbine blades, combustor sections, hypersonic vehicle skin, and missile guidance components.14
Civilian defense-adjacent demand compounds it. Nickel is a primary cathode active material in the high-energy-density batteries the Department of Energy and DoD are procuring for electrified vehicles, grid-scale storage, and specialized defense platforms. As the nickel content of cathode chemistries increases (high-nickel NCM, NCMA, and 9-series formulations), the marginal tonne of nickel available for U.S. defense competes directly with the marginal tonne flowing to Chinese-controlled battery cell manufacturers.
Which brings the geopolitical question into focus: if the Pentagon requires nickel, and 60% of the world’s mined supply is routed through Chinese-controlled refineries, what is the practical alternative?
The Indonesia Problem
Indonesia’s rise as the world’s dominant nickel producer is the single largest change in the critical-minerals landscape of the past decade. Indonesia supplies roughly 60% of global mined nickel and processes close to 45% of primary nickel, widening its lead over the second-largest refiner, China.15
The paradox of Indonesia’s nickel dominance is that the investment built is almost entirely Chinese. Chinese companies, principally Tsingshan Group and Jiangsu Delong Nickel, control roughly 65% of Indonesia’s refining capacity through major industrial parks like Morowali Industrial Park (IMIP) and Weda Bay Industrial Park.16 The result is that “Indonesian nickel” is, in supply-chain terms, Chinese nickel routed through Indonesian sovereignty. The feedstock leaves Indonesia. The refined product leaves via Chinese-controlled logistics. The value chain concentrates in Chinese processing capacity regardless of where the rock is mined.
Indonesia’s government has begun responding. In 2026, Indonesia reduced its nickel mining quotas to 250–270 million wet metric tons, down from 379 million in 2025, a reduction exceeding 30%.17 Jakarta is tightening control over its resource base. But tighter Indonesian control does not translate into more non-Chinese refined nickel for Western buyers. It translates into tighter supply overall.
The China Refining Chokepoint
The refining layer is where the chokepoint actually closes. Even for metals mined outside Indonesia, or outside China, the path from mine to end-use alloy or battery cell frequently passes through a Chinese refinery. As of 2024, China processed between 70 and 95% of global lithium, cobalt, phosphate, and graphite; produced 98% of LFP cathode material; produced two-thirds of nickel-based cathode material; produced over 90% of anode material; and manufactured 80% of global battery cells.
These ratios are not accidental. They are the result of two decades of coordinated industrial policy. They are also the reason the NDAA Section 854 magnet restriction takes full effect on January 1, 2027.19 Phase 2 of that rule prohibits U.S. defense contractors from delivering end items containing NdFeB or samarium-cobalt magnets with Chinese-origin feedstock, regardless of where the magnet itself was assembled. Nickel is not directly covered by Section 854, but the statutory direction is unambiguous: the U.S. defense industrial base is being reorganized to reduce its dependence on Chinese-controlled critical-minerals supply chains across the board.
Project Vault, launched February 2, 2026 with a $12 billion public-private mandate backed by a $10 billion EXIM direct loan, is explicit that its 60-mineral scope includes nickel.20 The capital is there to buy non-Chinese nickel. The procurement infrastructure (DIBC, DPA Title III, DOE Loan Programs Office) is there to finance the non-Chinese supply side. What is missing, at scale, is the actual supply.
A Third Option: Nickel from the Seafloor
Polymetallic nodules sit on the abyssal plain of the Clarion-Clipperton Zone, an expanse approximately the size of the continental United States, at depths of 4,000 to 6,000 meters. Each nodule is a slow-grown concretion of the metals that precipitated out of seawater over millions of years. The composition is notably rich in four metals: nickel, cobalt, copper, and manganese.21 The CCZ holds an estimated 21 billion dry tons of polymetallic nodules.22
Seabed nickel is not a pilot concept. The International Seabed Authority has issued exploration licenses for more than two decades, and TMC, the Nasdaq-listed sector leader, has submitted decades of exploration data to the ISA’s DeepData repository, including biological and geochemical samples from across the eastern CCZ.23 What seabed nickel is, from a U.S. defense-industrial-base perspective, is a jurisdictionally sovereign alternative: a resource that can be recovered under U.S. law (DSHMRA, NOAA, MMA) and routed through U.S.-permitted processing, outside the Indonesia–China refining corridor.
The question is execution. Mining polymetallic nodules requires dynamic-positioning vessels, riser pipe systems, collector vehicles, and subsea robotics. The operational regime is closer to deepwater oil and gas than to terrestrial mining.
How SEAS Is Positioned
SEAS’s DIBC proposal, submitted March 20, 2026, is specifically constructed around nickel:
The source: polymetallic nodules in a defined area of the Clarion-Clipperton Zone.
The mechanism: a complementary commercialization plant capable of processing nodules into defense-specification nickel (and, by extension, cobalt, copper, and manganese outputs).
The financing pathway: DIBC’s mandate includes providing non-dilutive financing to qualifying contractors, administered by Advanced Technology International on behalf of the Department of War.24
Three days later, on March 23, 2026, SEAS filed its NOAA exploration license application under the Deep Seabed Hard Mineral Resources Act for a defined area of the CCZ.25 Fourteen days before that filing, on March 9, 2026, NOAA had approved TMC’s consolidated application into formal review, confirming that the procedural pipeline works.26
On April 8, 2026, SEAS established a wholly owned Cook Islands subsidiary to advance its concession application within the Cook Islands Exclusive Economic Zone, adding a second jurisdictional pathway that avoids single-pathway risk.27 The Cook Islands EEZ contains its own polymetallic nodule resource, with the Cook Islands Seabed Minerals Authority operating one of the Pacific’s most established regulatory frameworks.28
The Team Built for Nickel in the Federal Procurement Cycle
SEAS’s April 2026 hires read as a procurement-oriented build:
CEO James Deckelman, 25+ years at ConocoPhillips, BP, and Talisman Energy, running exploration portfolios at depths up to 3,000 meters. Named to the AAPG’s “100 Who Made a Difference” in 2021.29
Strategic Advisor John G. Vonglis, former Chief Financial Officer of the U.S. Department of Energy, appointed April 6, 2026.30
VP Exploration Dan McConnell, 25+ years deepwater marine geoscience, specialization in high-resolution geophysics applied to deepwater environments; formerly a research-and-development advisor to the U.S. Department of Energy. Appointed April 13, 2026.31
Board addition Anthony Zelen, appointed April 15, 2026.32
Pair the team with the cap structure (approximately 23.9 million shares outstanding undiluted, 24.9 million fully diluted, no legacy warrant overhang, and a C$4.22 million recent capital raise) and the practical picture emerges: a company configured to participate in a DIBC procurement process, without a cap-structure overhang that would absorb the upside of success.
What Investors Should Pay Attention To
The risks are specific and concrete. SEAS has submitted a response to a U.S. DIBC RPP; it has not won a contract. It has filed a NOAA application; it has not been granted a license. It has not acquired mineral concessions and has not generated revenue. Commercial-scale nodule recovery has not yet been proven economically viable at production scale by any operator. Nickel prices are cyclical and currently in a projected surplus; S&P Global has projected a 156,000-tonne surplus in 2026.33 A prolonged nickel price weakness could affect the economics of seabed recovery. Environmental opposition is organized. Future U.S. administrations could reverse the current regulatory posture.
These are the facts. Investors in micro-cap resource companies accept that the distance between application and production is long and non-linear.
What is different about nickel, specifically, is the distinction between price risk and access risk. Commodity price is cyclical. Supply-chain access is structural. The NDAA Section 854 deadline is statutory. Project Vault’s mandate is authorized. The DIBC’s procurement process is operational. The Clarion-Clipperton Zone’s resource is estimated. The applicants in the DSHMRA pipeline are identified. Whether nickel trades $14,000 or $22,000 per tonne on any given day, the Pentagon’s access requirement does not cycle.
Markets reprice when the gap between strategic reality and market valuation becomes impossible to ignore. For nickel specifically, the gap between the geopolitical map of supply and the geographic map of demand is the widest it has been in decades. The Pentagon asked for nickel. A C$40 million company answered with a DIBC bid and a NOAA application.
SEAS trades at ~C$46 million market cap. A third option is the seafloor.
Two Sources Are Concentrated. The Third Is the Seafloor.

Resource exploration and development is highly speculative and involves a variety of significant inherent risks that could prevent projects from being successfully developed for commercial, technical, political, regulatory, or financial reasons, or—even if successfully developed—from remaining economically viable over the lifetime of a mine for any of the aforementioned reasons. There is no guarantee that Deep Sea Minerals Corp will be able to generate a return on shareholders’ investments. Prospects for success should be assessed in light of the company’s early stage of development.
Deep Sea Minerals Corp ability to identify resources of sufficient quantity and quality to justify development efforts, and/or its ability to commence and complete development work and/or to initiate and/or maintain commercial production operations in any of its projects, depends on numerous factors, many of which are beyond the company’s control. These include, but are not limited to, exploration success, securing financing for all phases of exploration, development, and commercial mining, the adequacy of infrastructure, the geological and metallurgical characteristics of the deposits, the availability of processing technologies and capacities, the availability of storage capacity, the supply of and demand for gold and other minerals, the availability of equipment and facilities required to commence and complete development, the cost of consumables and mining and processing equipment, technological and engineering problems, accidents, acts of sabotage or terrorism, civil unrest and protests, currency fluctuations, regulatory changes, water availability, the availability and productivity of a skilled workforce, obtaining necessary permits, licenses, and licenses (including mining licenses), and political factors, including unexpected changes in government or government policy regarding exploration, development, and commercial mining activities.
Furthermore, cost overruns or unexpected changes in commodity prices during future development could render projects uneconomical, even if they were previously deemed viable in feasibility studies. Therefore, regardless of positive results from one or more feasibility studies for the projects, there is a risk that Deep Sea Minerals Corp may not be able to complete development and commence commercial mining operations on one or more properties, which could have significant adverse effects on the company’s business, financial condition, operating results, and future prospects.

The financial situation of the company is still deficient, which significantly increases the risks. Additionally, capital increases that may become necessary could lead to short-term dilution effects that may burden investors. If the issuer does not succeed in securing further financial resources in the coming years, insolvency and a delisting/cessation of trading could threaten.
The background information, market assessments and securities analyzes published by the Distributor on its websites and in its newsletters do not constitute a sales offer for the securities discussed nor a solicitation to buy or sell securities. The statements are based on sources that the publisher deems trustworthy. Nevertheless, liability for financial losses that may result from using the statements or stock discussions for one’s own investment decision is excluded without exception.
We remind you that stock investments are always associated with risk. Every transaction involving warrants, leveraged certificates or other financial products carries extremely high risks. Due to political, economic or other changes, significant price losses may occur, in the worst case a total loss of the invested capital. For derivative products, the likelihood of extreme losses is at least as high as for small-cap stocks, and even large domestic and foreign stocks can suffer severe price losses up to total loss. You should seek further advice before every investment decision (eg, from your bank or a trusted advisor).
Although the valuations and statements contained in the Distributor’s communications and market assessments have been prepared with appropriate care, we assume no responsibility or liability for errors, omissions, or incorrect information. This also applies to all representations, numbers, and assessments expressed by our discussion partners in interviews.

All statements in this report regarding the issuer, except for historical facts, should be understood as forward-looking statements that may not materialize due to significant uncertainties. There is no guarantee that the forecasts of the issuer, the creator or (other) experts and management will actually occur. The performance of the issuer’s stock is therefore uncertain. As with any so-called micro cap, there is also the risk of total loss here. Therefore, the stock is only suitable as a dynamic addition to an otherwise well-diversified portfolio.
The investor should follow the news situation closely and have the technical prerequisites for trading penny stocks. The market narrowness typical of the segment leads to high volatility. Inexperienced investors and low-risk investors are generally advised against investing in the issuer’s stock. The present analysis is directed exclusively at experienced professional traders.
Decisive for the assessment of an issuer is whether, in the creator’s view, its shares can move better, worse or equal compared to shares of comparable issuers from the same peer group over the following 12 months (validity period):
Sell: The term Sell means sell. The creator is of the opinion that further price gains are unlikely, a price loss may occur, or that investors should realize already achieved gains. In all these cases, he will issue the recommendation “Sell.”
Hold: The term Hold means hold. The creator sees price potential for the stock, which is why he is of the opinion that the stock should be kept in the portfolio.
Buy: The term Buy means buy. The creator expects a price increase in the stock because he currently considers it undervalued.
Strong Buy: The term Strong Buy means definitely buy and is used, for example, by the US investment firms Morgan Stanley and Salomon Brothers. The creator expects an above-average price increase compared to other companies in the same peer group.
Regardless of the assessment made, according to the sensitivity analysis, significant risks exist due to changes in the underlying assumptions. This discussion of risk factors in the analysis does not claim to be complete.
